Abstract Often, historic cultural heritages are studied by scholars, which are historical relics and memories of the characteristic culture-gene during long human history. And now the future cultural heritage is becoming another hot topic among the academics. On the one hand, the extant cultural heritages should be inherited and lasted. On the other hand, some cultural heritages with the typical sign of the times should be created for later generation. In the light of above, the author specially puts forward the Future Heritage Theory based on the sustainable principle and the evaluation criterion established by World Heritage Committee. Three Gorges Hydro-project (TGHP), a symbolic project of great rejuvenation for Chinese nation, has cohered contemporary's wisdom and civilization, which is the witness sign for the lasting of human engineering project civilization and has become the pioneer of Chinese industrial tourism and the flagship product of Three Gorges tourism. It will be a Future Heritage for descendants. Based on the Future Heritage Theory, the paper analyzes the current situation of TGHP tourism development and evaluates its heritage tourism potentiality system. It concludes that the TGHP is supposed to become a Future Heritage, some corresponding development countermeasures are as follows:1) to break through the existing project tourism development conception and realize a change of project cultural heritage development; 2) to rescue and preserve the project construction relics and ensure the originality and integrity of cultural heritage gene; 3) to plan and develop experiential heritage tourism products;4) to strengthen the educational function of project cultural heritage to let it be a window for transmitting a civilized powerful Country's image.
